On my computer (and apparently and Windows 8 and above), the Ctrl + Shift (not Alt + Shift) key combination is used to switch keyboard layouts. One of the questions in the related questions put me on the right track, though I have not solved the issue yet.It is in two parts for now, I'll edit it when I have time.
